GERMANY'S DECLINING

BIRTH-RATE.

NO DETERIORATION, IN PHYSIQUE,

The commission appointed by the Ministry for the Interior to inquire into the causes of the striking decline in the birth-rate in Germany has, according to an article published in the Kolnische Zeitung, arrived at the conclusion that there is no question of deterioration in the physique of the nation. The declino is to be attributed rather to economic reasons, and, to some extent, to the circumstance that there exists a growing disinclination to marriage.

It is pointed out in the article that the recruiting lists for the Army prove that the German people are not becoming de- generate. For years past the physical qualifications that must be fulfilled before a youth is accepted for service in the active Army have been augmented, and, nevertheless, the physical conditions of the youths presenting themselves every six months continus to show improvement, The commission draws attention to the fact that the birth rate has been declining universally for the past twenty years, and
