THE GOVERNMENT OF THE

„PHILIPPINES."

The principal provision of the bill to provide an extended measure of wolf. Government in the Philippines are:--

The bill provides a more popular guvernment in the Philippines.

It declares, as was announced by the Republican administration, that it has always been the purpose of the United States to withdraw from the islands and recognize their independence as soon as a stable government should be esta lished.

Governer - Güneral, vice governor and justices of the suprem court to be appointed by the President of the United Stales.

Governor General to have power to veto all legislation, shall be commander in chief of all local forces and shall have all the power of governors of territories of the United States.

Legislature to be a bicameral body... The present citizenship law is to be maintained.

Existing civil and criminal procedure shall be maintained.

Slavery and involuntary servitude shall be prohibited.

The basis of the entire bill is the in- stractions of President McKinley to the Taft Commission of 1900.
