The announcement in The Times of a scheme for a direct German service to New Zealand has probably been regarded as inconvenient. At any rate, it has not yet found its way into the German Press or received any German explanation. The undertaking would be a fresh instance of one of the cardinal aims of German shipping policy-independence of foreign lines and especially, wherever possible, freedom from necessity of tran shipment to foreign ships. In the negotiations between the Government and the German shipping companies for the revision of the arrangements for the postal services to the Far East, to Australia, and to the South Seas, the ideal of faking Gorman trade indepen- dent was expressly formulated. The principle is to be applied especially to the South Seas trade, in order to cut the Gorman Protectorates out of the Anglo- Australian sphere of interests.

If a bid is now being made for an independent New Zealand trade, it is not surprising. There has been a great deal of unnecessary fuss about the abandormant of the Australian postal subsidy. The truth is that it has ceased to be advisable from any point of view, except that of sham prestige, and so far from marking a retreat, marks the begin- ning of fresh efforts to: prish German shipping under the conditions of freedom which the Hamburg-Amerika Line now. almost absolute master of the German situation has always advocated.

A few months ago it seemed as if the German mail and passenger service to Australia would be abandoned; but it is now understood that the Nord- deutscher Lloyd is reconsidering its decision. The German Emperor is known to have interested himself in the question, and it appears that, after all, the Reichstag may grant the company a heavy subsidy until the end of 1917. It is understood that one provision of the new agreement between the Hamburg- Amerika and Norddeutscher Lloyd is that the Australian traffic shall be left to the Norddeutscher Lloyd for five years; but few would be surprised to find the Hamburg-Amerika entering the trade at the end of that period; and it is noteworthy that the Norddeutscher Lloyd is only asking for a temporary subsidy. If the Norddeutscher Lloyd receives that subsidy the line can bo relied upon to make good use of it, British owners, would not be surprised to find the company putting into the trade linera considerably larger than any, of those of the P. &0. and Orient com- panies. The deepening of the Suez Canal. is making vessels of greater draught a possibility. The British companies have been rebuilding their fleets of recent years, and it is doubtful if any further carry more for itself. It is not Germany The alone which is building.
