At the Magistracy on Saturday, before › Mr. Wood, Lau Tu Chun, son of the Hor. Mr. Lau Chu Pak, was summoned for driving a motor-car in Bonham Road without having a licence,
Police Constable Taylor stated that be stopped the car on the 20th inst., and
the 20th in asked the defondant, who was driving, for his driver's licence. He said he had no licence and was only learning to drive, The defendant had a chauffeur besids him. Witness thought they were going too fast. He called on the driver to stop the car because a lady and gentleman on horseback were passing. The car was stopped as soon as possible.
Inspector P. O'Sullivan said that Bonham Road was a dangerous place for one to learn to drive. If a person wanted to learn, the only suitable place would be the Happy Valley.
Mr. Kung Sing, who defended, said that the chauffour went to Inspector Lane, who examined motor cars, and Mr Lane had said that they could drive a car along the road. Many of the people who were learning to drive went along Pokfulam Road and in fact everywhere.
Inspector P. O'Sullivan said he did not think that Mr. Lane had any authority. Asked by his Worship as to who ex- amined drivers when applying for licence, the Inspector said he did not. know. He did not know of any provision in the Ordinance regarding this matter.
His Worship said that there did not seem to be anything before, him to show what a man applying for a licence ought
to do.
Mr. Rong Sing said there was nothing in the Ordinance to show what they should do. His client was willing to take out a licence at any time, but he wanted to make sure he was duly qualified before he applied for one. The chauffeur would go into the box and would say that the machine was well under control. The defendant was no novice and he was certainly not reckless, because he had hi wife in the car.
His Worship thought that the police ought to show that the defendant had departed from the usual practice in some way or the other.
A fine of 81 was imposed.
