MAJOR-GENERAL · KELLY'S REPORT ON HIS INSPECTION.
THE HONGKONG DAILY PRESS, WEDNESDAY, JUNE 17, 1914,
The report of Major-General · F. H. Kelly, C.B., Commanding the Troops in South China, upon his Inspection of the Corps on April 20th to 23th, 1914, in appended-HAAN
1 very carefully inspected every Unit of this unique Corps during my woek in Shanghai, and was very much struck by the keenness displayed by all ranks. An I said on parade, the advantage which has been taken of the opportunities afforded in the past to put theory into Practice largely accounts for the efficient state in which I found them. There is a reality in their arrangements and organisation which makes them a contrast to the majority of Volunteer Corps one meots
The Various Nationalities work harmoniously together, which speaks well for the tact and judgment of all con- cerned especially of the late Com mandant, Colonel Barnes, of the preacat Commandant, Colonel Bray, and of their Staffs
The Musketry results are very satis factory and an improvement on last year. I hope next year to see the number of 3rd Claas shots further decreased. It is for consideration whether the Musketry Coure should not be brought more into line with that of the Regulars and Territorials by the introduction of some grouping and application practices and a little more collective work
I think that arrangements, should be made for the inspection of rides, etc., by an Ordnance expert from Hongkong

The addition of the wall on the stop butt has made the range quite reasonably safe; except for the man whose shot hits the ground half-way down the range and whose bullet would ricochet over a mountaindung W
It is most unfortunate that the Artillery have again not been able to practice. They are a keen lot and well equipped, but without practice can be of little use I hope the very strongest steps will be taken to get the Chinese Military Authorities to allow practice at Woosung. Failing that, to put them on a lighter and to fire their guns from that rather insecure platform would be better than nothing. I examined the possible range near The Point." and consider it unsafe would suggest for considera tion that the Battery work could be much improved and brought up to date if a Regular Artillery Officer was attached as Instructor for two or three weeks in the year.
That over 66 per cent. turned out at night with no notice in thirty to forty-five minutes was very creditable.
I was very pleased with the Inspection parade on the 26th. All ranks wore well and smartly turned out, and the men handled their arms and marched past
very creditably, exceed past
It would seem worth while for the Municipality` to consider the addition to the Corps of a Motor Car Company. This to be run on a commercial basis, fe.... running expenses of car paid for and any damage to car while-employed in the Council's service to be made good." The Company to consist of those gentlemen who would be willing to lend cars in time of trouble. They need not be required to undergo any military training.
The re-organisation of the Reserve might possibly be considered. It might be divided into two classes--those who have

afford time to undergo a further short training such as now laid down by the Council-and-those who are merely
willing to serve in time of trouble. The
latter might include the 18-borë reserve.
I would also suggest the desirability of an increase of the number of Machine Guns in the Corps. Extra Machine Gun batteries need not be formed, but Machine Guns in the hands of the Companies would be most useful in the class of fighting they are likely to be wanted for If the Council does me the honour to ask me to inspect their Volunteers again I hops to find their numbers increased. Messrs Ilbert & Co.'s Piece Goods Market Report saysE
An improved tone has been apparent in our market during the week, com mending with enquiry for yarn, which has led to a fair turnover at a slightly better level of values than the very low rates of the previous week. This feeling has extended to grey and white shirtings, { in which better clearances have been. experienced, and dealers report a fair amount of re-anleas So far dyed and fancy goods have not shared in the move- ment, such as it is, and it is not likely. that this class of imports will show much alteration in position until well on into the summer, sfter the Yangtse- river begins to subside.
