The report of Major-General · F. H. Kelly, C.B., Commanding the Troops in South China, upon his Inspection of the Corps on April 20th to 23th, 1914, in appended-HAAN

1 very carefully inspected every Unit of this unique Corps during my woek in Shanghai, and was very much struck by the keenness displayed by all ranks. An I said on parade, the advantage which has been taken of the opportunities afforded in the past to put theory into Practice largely accounts for the efficient state in which I found them. There is a reality in their arrangements and organisation which makes them a contrast to the majority of Volunteer Corps one meots

The Various Nationalities work harmoniously together, which speaks well for the tact and judgment of all con- cerned especially of the late Com mandant, Colonel Barnes, of the preacat Commandant, Colonel Bray, and of their Staffs

The Musketry results are very satis factory and an improvement on last year. I hope next year to see the number of 3rd Claas shots further decreased. It is for consideration whether the Musketry Coure should not be brought more into line with that of the Regulars and Territorials by the introduction of some grouping and application practices and a little more collective work

I think that arrangements, should be made for the inspection of rides, etc., by an Ordnance expert from Hongkong

It is most unfortunate that the Artillery have again not been able to practice. They are a keen lot and well equipped, but without practice can be of little use I hope the very strongest steps will be taken to get the Chinese Military Authorities to allow practice at Woosung. Failing that, to put them on a lighter and to fire their guns from that rather insecure platform would be better than nothing.
