A correspondent writes to the Rangoon Gazette from Peking as follow:-
In reading the history of Chine it is found again and again how a brigand develops into a soldier, and a soldier into a statesman. When the Manchus came to Pcking in 1844 it was as a result of a somewhat similar state of affairs as exists in Central China to-day; in fact, if Li had come back to life again, Tei-cc imagine history repeating itself; to-day, Instead of Li Tsi-cheng, however, tacco is the dreaded White Wolf an insignificant rebel ut first who

wedge for the disintegration of the whole
country. Granted that White Wolf and his largely increased force get into Szechwan and pursue the same tactics that they have adopted in the provinces above mentioned, it is quite within the range of possibility that he could within a short time set up an independent kingdom in that province. To subjugate Yunnan with all the seething discontent and hatred of the Chinese by the various tribes in that province would be an easy matter. It is not unlikely that, with Szechwan under his control,
White Wolf would then try his hand at bring ing Eastern Tibet under his rule, and anyone who knows this region and the territorial problems constantly facing the authorities can imagine a condition of affairs that night lead to very serious complications in which Great Britain would-doubtless be involved. During the. whole of the time that the Central Govern- meat has been more or less energetically to effect his capture, endeavouring

Szechwan troops at Chengtu nor the Yunnanfu army would prove loyal to the central authority-if indeed there be one and, in accordance with historic usage, would probably join the White Wolf in a scheme of pillaging and losing. As bus been seen in the central provinces, it is most likely that the Western China

And one questions very much whether the people would regret that be

The answer given was always that so long as Peking was strong enough to quell any local rebellion it would not be worth the while of the tribes to attempt to break from Chinese rule. But, it was stated, let there be far-reaching crisis in Eastern China, where the central army would be engaged for any length of time, it would be an easy matter for the various tribes of West and South-west China to attempt a rebellion against provincial rule, and the whole of the tribes, with the Tibetans, more or less allied for think that they
