question of plague prevention, and therefore the memorandum just issued by Dr. Francia Clark, Medical Officer of Health in Hongkong, will be seriously considered,・ At the present time Bong- kong is threatened with one of the worst visitations of plague it has experienced. Already 600 cases have been reported this year, and the Sanitary Board has been reviewing the situation. The outstanding statement in Dr. Clark's memorandum is that wholesale rat poisoning as a plague preventive measure has failed in Hong- kong as it has elsewhere, owing to the fertility of the rat in the presence of an ample food supply. The experience of the Crown Colony in the last three years has been that the greater the population the larger the number of rats, This is explained by the fact that increased population means increased garbage, on which rats thrive. Consequently Dr. Clark strongly advised that all the efforts of the Sanitary Department and the community should be con- centrated upon the speedy removal of refuse of all kinds from the precincts of dwellings and offices, and that no measure that would help to exelude rats from these premises should be neglected. This is exactly what the Health Department, in Shanghai has endeavoured to achieve since plague first made its appearance in this part. Holding the view that it is more important to decrease the rats' food supply than to trap or poison these vermin, Dr. Arthur Stanley inaugurated a system of rat and fly proof cement and iran refuse bins in local alleyways, Since the installation of these bins the alleyways have been cleaner than ever before, but teaching cleanlines to the Chinese is a heart-breaking task.
