A special telegram from Sianfu to the Shenpan, published on April 18th, reporte the appearance of a proclamation by the "White Wolf" posted up at all prominent place in the capital city of Shemsi Ita contents are fully translated as follows:--

For nearly three hundred years, our fathers and elders had been subject to the despotic rule of an alion race. They suffered horrible tortures and were denied redress and justice. By the law of naturo, change in bound to occur when any condition has roached the extreme point; so the extremity of their misery brought about the last- revolution.

We were just feeling some felicitation at the downfall of the monarchy and the assortion of popular rights, and thinking that the godly offspring of China wonjā henceforth enjoy liberty within the bounds of the law, and suffer no more, injury and injustice at the hands of despotic tyrauta. To our surprise, however, the traitor Fusa Shih-kai, with the uruel heart of a wolf, has dictated laws according to his own inclinations and is bent upon arrogating the rôle of an emperor, repelling and banishing the virtuous and the learned, welcoming and employing his own paws and jaws, putting the meritorings to the sword or killing them in cowardly fashion by hired assassins, encouraging his shameless satellites with official rauks and gold; paying no heed to the alienation of Urga, caring less for the revolt by Tibet, and worrying not about the secret existence and growing strength of the Iniperial Party,
