THE UNDER BEORKTABYAHIP OF INDIA.“ The appointment of Mr. Montagu to the Financial Secretaryship of the Treasury baselt vacant the Under Secretaryship for India, a post of con- siderable importance, since the Secretary of State is in the House of Lords. Many members of the House take a close interest in Indian questions, and of course there is the India Budget, which gives an opportunity for making a comprehensive view of Indian affairs for the year. Just now several politicians who have been to India view the situation with unusual concern, for they assert that the Indians are watching events in Ulster very closely. and the rebellious spirits are understood; to be taking encouragement from the speeches of the Orangemen and applying the teaching to their own native case. This may be exaggerated; but if there is any truth in it there may be future anxiety for Great Britain in the East as the ultimate outcome.
ANGLO-GERMAN RELATIONS.
The rare event has happened in Berlin of the Vorndra, the organ. of the Socialists, finding itself in full agreemens with the high Conservative Kreuzzeitung. The occasion has come as a result of the

Bu it acknowledges that the great mass of the people in Germany are against war, and it thinks Professor Schie- mann's proposal is Utopian, not because there is no leader strong enough to carry it through, but because no German states- man will make use of the Socialist support he would need for the purpose. The one reservation the Vorworts makes in supporting an Anglo-German alliance is that it should not be used for any new Imperialist adventures against other
Powers, against France, for example. As far as the last item is eca cerned; for whatever British public opinion might stand, I am sure it would not stand by a Government that would abandon France.
