Owing to a quite recent breach of the tariff for construction risks of vessels of a total value of £250,000 and our. several underwriters, who are signatories thereto, have indicated their intention of withdrawing from the tariff. Indeed, so disgusted are they at the slackness on the part of a section of the marine insurance market in relation to the strict observance of existing agreements, that a wholesale jettison of all tariffs is threatened. The construction risks agreement has been in fores since July, 1900, and has severe. times been amended. Although no actual February for Hongkong direct tariff exists for construction risks having a completed value of under £250,000, there has been a tacit understanding that a scale drawn up for these some two years ago should be observed. Within the past few weeks this also has one by the board and individual underwriters now exercise their own judgment, with the result that rates have reverted to those current before the scale referred to was drawn up.
