THE ARREST OF MR. HERRMANN.
SHAMEFUL, PRISON. TREATMENTS
TOKYO, February 21st. The manager of the Siemens-Schuckert Arm, at Tokyo, Mr. Herrmann, has been under arrest on suspicion since the 2nd February. The accusation, that he had destroyed evidence against Mr. Pooley, is antenable. The Japanese Minister of Justice instructed the Press to publish that Mr. Herrmann was arrested on auspicion of giving bribes since the 7th February. This shows clearly that the
original arrest on the 2nd: February was
a prefence.

* A Presidential Mandate leaves the rules for the veneration of Confucius to be established by the Bego's direot descendants, who are to be similarly honoured as under the Ching Dynasty and who are to receive a pousion of $2,000 yearly, A further sum of 812,000 will be granted them for sacrifices to Confucius, installed at Kufoo by the Government, also a new seal of silver. Forty priests,
will receive $4,000 for preserving the grave of Confucius.
