The extension of the mill by adding another wing to the old building and Installing an additional 6,720 spindles and the necessary preparatory machinery was completed by the end of October and work commenced on November 3rd. The Kreator portion of the new plant being orked by electric power supplied by the Municipal Council's Electricity Works, this electric drive installation is proving both Satisfactory and economical; at the moment we have two motors aggregating 75 horse power driving a good aber of our drawing, intermediate, slubbing and reving frames. This drive is having your Board's most careful attention, and it is probable that this power will be further adopted in the mill.
The whole of your old plant is a thorough good order, and is a speaking testimony of the good work of Messrs Tweedules & Smalley Needless to say, your new plant has been supplied by this eminent firm of machinists.
On December 16th a fire occurred in the mixing room of the mill, but owing to the prempt action of our
sprinkler installation and the timely and able assistance of the Shanghai Volunteer Fire Brigade, a fire of large dimensions was sared, the loss only amounting to some 750 pieuls of cotton, which was fully covered by Are insurance, while work at the mill was only stopped in consequenes for twenty-four hours.
It was forcehadowed in my last speech that au soon as the mill reached an adequate number of spindles to render night work as well as day, with the necessary additions to the staff naturally entailed thereby, an economical proposi- tien, it would be considered.
This has now been decided upon, the mill having, as already notified you by circular, been manning night and day since November 3rd Your spindles now "total 40,096 spindles, having been increased from 3 mill of 30,000 spindles in 1900 without increase of capital having been asked for or required.

I would like to say a few words of praise in connection with the Cotton Testing House; this institution, established by the Anti-Adulteration Association with the assistance of the Chiness Maritime. Customs, has been more beneficial to local mills than the ordinary shareholder is aware of; that all local cotton mills, I refer more especially to the Chinese owned ones, do not see their way to support the institution, is beyond my understanding. Any mill manager wifi. tell you that they have, since the Cotton Testing House was started, been able to show a saving of 3 to 4 per cent. weight of their cotton. This difference when dealing in thousands of "pieuls of the raw article means at times the differ ence between a profit and a loss on the working account.
