LONDON, January 21st. COMMERCIAL OPPORTUNITIES IN CHINA. China as a field for commercial enter prise is attracting a good deal of attention just now, though I suppose wa may take it for granted that the next year or two will increase the interest. The report of the big soap combine în China, with a prospective factory in Shanghai, has done much to rouse con servative manufacturers to a realisation of the potentialitics of a country with such a huge population, even though the British firms concerned have done their best to minimise the reports by declaring them to be based on "mere rumour." The advertising papers are constantly, drawing the attention of the biz publicity men to this new field, but the strongest. voices of all come from China herself This is how Mr. Arthur J. Moone Bennett writes from Yunnanfu to the Manchester Guardian, following a lotter of his which recently appeared in the engineering supplement of the Times:--
"Some intelligent effort is needed, on the part of the Governmost and of private firms, to build up China's industries, in order that she may in the future, he in n position to improve her own buying capacity and open up her own territories. Unless this can be done, the day is not far distant when the country will no longer be able to maintain its independence, with the result that the resulting scramble for territory will greatly curtail the open market in China for our
trade.

The greatest asset of China is the huge population of peaceably disposed, hardwork- ing, and thrifty people, and the greatest asset is the many and various mineral areas of the country, most of which are at present unworked, whilst the for that are worked are operated under the worst possible conditions as a general rule. Many of the provincial authorities use the mineral areas, not as the property of the nation, unt as the property of the indivi dual, with a result that the miners are taxed out of existence, the output is of poor. quality and quantity, owing to insufficient, tools and machinery for working, and areas which should yield China sufficiens to allow her to pay her way are being squandered, ill-worked, and wasted in many instances, in order to satisfy the rapunity of petty oficials, whose teatre of office is uncertain.
The knowledge of this state of affairs is leading both the German Rd, American groups to offer loans at ridiculous rates to the various provincial governments, on the mineral areas of sacurity of the various known richness, or on the produce of such areas. Such a course of action cannot be good for China, either new or in the future, and whilst so far as is known no concessions of this nature have been obtained, yet the time cannot be far distant when impecunions individuals at the head of local governments will yield to the subtle persuasions held out to them by the representatives of groups who know exactly how to deal with the situation, The greatest good to the greatest number and equal opportunity for all would result if the Powers would take up the mining question of China on, and as a condition of, the next reorganisation ban, and would central bureau of establish at Peking a mines, taking control from the provinces of all the mining areas of the country, drafting liberal mining laws that would allow the poorest of the miners to work their daims with freedom from interferince, that would allow one and all to participate in working, financing: mines and smelters, somewhat similar to the Straits mining laws; that would appoint mon of tried integrity as inspectors and surveyors, to see that the laws were carried out and requiring that all minerals wou--apart from prospecting operations should pay a tax of five per cent. of their market value at the point of tasa- tion.
