LONDON, February 13th.. Continuing the debate on the amend. ment to the Address in the House of Lords, Lord Crewe said that the Government did not believe that the fears of Ulster were justified, but they were prepared w try to meet them. He would not remain
in odos a day if he believed that, anybody in Ulster would be imperilled.

A striking feature of the debate was a brief statement by Lord Roberta, who declared that it was unthinkable that the Army would be called out to fight the Ulsterites. Such action would mean the ruination of the Army.
Lord Midleton's amendment was adopted by 24 votes to 55.

The Conservative papers declare that it is a bad division for the Government at the opening of the session, and may stiffen the feeling against a settlement by

ITS IMPRESSION UPON POLITICIANS.
The general impression created by the Home lule debate is that it has consider ably cleared the air, and that now the possibility of a civil war is remote.
The Liberals and the Unionists alike feel that there has been a change for the
better.
There is no doubt that all means which could be adopted towards a settlement bave been thoroughly explored, and there is now a strong foeling that, failing an agreement, a general election is practi cally certain.
