It was decided that the place for the worship of Heaven should be the Temple of Heaven, and that the date should be the Winter Solstico The article to be used at the sacrifice is a bullock; nid the ceremony of koutou will be adopted. As to the dresses which the President would wear, it was decided that the matter should be left to the Master of Ceremonies of the Some suggested bat President's Office, during the sacrifice Heaven should be represented by a man in the attire of the Hwangti or the Emperor, Over this question there was hot debate. Tho opponents argued that the Hwangti was the ancestor of the Han rape, and that

A Mongolian member, taking advantage of this turn of argument, proposed that Genghis Khan should represent Heaven. Another member proposed that Confucius should represent Heaven. For fear that the feeling of the five races might be injured, the members of the Conference decided to drop the question, But the worship of Heaven was approved by all of them. Two persons were elected to draw a report to be submitted to the next meeting of the Examination Committed.

When the Panama Canal is opened, the Jew sea route to New York, will be extensively used, as it will save much time as compared with the route via Suce, and also save freight in comparison with the railroad charges. For this reason, adds the Osaka journal, the Government has decided to grant a subsidy to a new service to be opened to New York vid the Panama Canal, if the subsidies now granted to the American services are reduced. A Bill for this purpose will be introduced to the Diet during the present session,
