NEW CLAUSES DRAFTED FOR BILLS: OF LADING:

Important new clauses respecting strikci which it is proposed to introduce into all bills of lading have been issued by the International Shipping Fedora- tion. Sumanitized briefly, these clauses confer wide powers on shipowners to act, in the event of strikes, in the interest of! the merchants owning the cargo as well as themselves, and provide that any expenses incurred shall be borne jointly by the owners of the ship and cargo. Hitherto no responsibility has definitely been played on the owners of cargo.

THE NEED FOR EXTENDED POWERS. In a memorandum accompanying the copics of the clauses Mr. Michael Brett, the secretary, states that the Federation. have considered the existing forms of strike clauses in charter parties and bills. of lading," and "are of opinion that extended powers are necessary to secure the execution of such contracts, in view of the extreme character of present day labour movements, which frequently take the form of sympathetic strikes.

The memorandum continues:

A sympathetic strike of labour connected with the loading and discharge of cargoes cannot, as a rule, be ended by any action which either cargo-owner or shipowner alone an take. In such cases no demand is made on the individual employer for an increaso
