Again the merchant and dealer have had a year of anxiety and deferred hopes, but at the same time it must be admitted that under the circumstances it is wonderful hom well the trying times hare boon tided over. 1912 closed with an unsettled outlook, thore vas no recognized Government and the world was wondering how the now order of things, a Republican form of administration having been decided upon, would work out. Gradually an Assembly was formed and met ia Poking but the aum total of their efforts was practically all, and later in the year one of the great parties, roostly malcontents and enomics of the Provisional President, was proscribed and ordered to dissolve, many of the members were unsented, several were arrested and oventually the whole Amembly was dismissed; the parliamentary form of Government seemingly proving a failure at the present phase of the history of China. The above events are hardly recorded in their proper sequence, as early in the month of July, a serious revolt against the Pre- aldoat broke out in the Yangtse Valley and South of Chica, which reached alarming dimensions and in a vorg few days civil war was being waged, the opposing forces being the hastily enlisted hordes of the riff-ra of these parts and the trained army of the President which was divided up and de spatched as required to the affected parts of Chins, and it would seem the result of this. clashing of arms depended largely upon the loyalty or otherwise of the Naval force, and as they threw in their lot with the President the tide was soon turned in favour of the Government, and the leaders of the rebellion fled from the country and are at present
