THE INDIAN SPECIE BANK. REMARKABLE PROCEEDINGS IN

THE BOMBAY COURT,

The latest mails have brought Indian: papers containing reports of the proceed. ings in the High Court at Bombay in the matter of the petition for the wind- ing up of the Indian Specie Bark. This was prior to the sudden death of Mr. Chinital, the manager. The petition was filed on behalf of Manoki Romanii Sellina, interpreter to the High Court. Mr. Justice Dayar heard the petition. Petitioner said he was a shareholder in the bank, which was started by Chuerila! Saraiyn with the sole object of carrying: on his own speculative designs at the expense of the public. Chunilal, accord. in to the petitioner, had ever since the commencement of the bank's business i 1007 entered on the silver market and during the years 1007 to 1910 as m subsequently during 1910 to 1911 as a purchaser of very large quantities of silver, both ready

and forward. Petitioner alleged that the result of tie operation of Chunilal was that as a seller he lost about fifteen Jakhs of rupees. The result of his cornering perations during the period between 1010 and 1912 was that the bank incurred a further loss of fifty Takts of rupees. Petitioner had also discovered that the bank had advanced pver sixty lakhs of rapers to some jewellers and pearl mer- chats on the security of pearls, the present value of which had gone down by ifty per cent. It was not at all probable that the bank would be able to recover the Two of the balance from the debtors jewellers had already been adjudged inselvents. The bank had suffered a loss of nearly fifteen lakhs in mill shares.

His Lordship said he was extremely reluctant to accept a petition for winding up the bank. An inquiry into the matter the might throw some light as disturbed condition of the Bombay money market. The Court no doubt had an unpleasant duty to perform, but it would not ignore the gravity of the allegations contained in the petition. It seemed to his Lordship that petitioner had derived his information from some reliable sources. The Court accordingly accepted the petition for winding up the Indian Specie Bank, His Lordship said he would obtain the permission of the Chief Justice for the appointment of Mr. Basil Lang as official liquidator of the bank.

His Lordship said that, leaving aside the allegations in the petition, there were certain grounds for believing that, first of all, out of a capital of seventy-five laking twelve lakhs had been advanced to directors with or without security. directors' names were not disclosed. the balance sheet the liabilities of the directors were shown as zil. The share holders had therefore been kept in Further, ignorance of the real facts. said his Lordship, it was admitted that the dealings in Government paper had resulted in a loss of three lakhs. His Lordship said: In view of the development that has taken place in these proceedings this morning. I am unable to say how this resuls has been brought about, but I am not concerned with that. If the petitioner abandons his petition, it must be dismissed. But before this chapter in the history of the Specie Bank closes, should like to say that it struck ma as a most remarkable circumstance that shareholders, representing a capital of three-quarters of a crore of rupees and creditors to the extent of a crore of rupees, should come forward together to the sup port of the directers and, managing. director in the manful fight they have made for the existence of the bank.
