THE GRIEVANCES OF P. £ 0. OFFICERS,

The following cotes are from the Pall Mall Gazette of the 30th ult. -

to

THE HONGKONG DAILY PRESS, FRIDAY, NOVEMBER 21st, 1913.

The Peninsular & Oriental Company is already perceiving that it is going to have few friends in its dispute with ita officers. This morning's intimations show that the company.

18 at disposed to adhere

its old attitude of contemptuous indiffer once, The officers are to get a fair hesring, and we hope they will get just treatinout, which we do not think they receive to-day.. A return showing the. number of young and capable officers who left the P. & O. in the last ten years would probably prove enlightening. The public has had many recent examples of the capacity and heroism of the officers of the British mercantile marine. There is now a widespread feeling, universally reflected in the Press, that both deck officers and engineers should have better ternis,

both of pay and leave, than they receive to-day. Rightly or wrongly, the P&O Company is believed to be one, k the worst offenders in this respect among the great passenger lines. Its policy is in any caso most - open - to criticism because it can best affort to be generous.

At the same time, it is necessary to address a word of warning to the officers.TM One of their number is credited by tho Daily Mail with saying that the origin of the dispute is really an obnoxious regulation, saued five or six yours sgo.' The regulation in question is said to enjoin" that officers are not to be entertained by passengers, nor are they to accept any hospitality from them

regulation is somewhat different, but its purport is unmistakable. If the P & O. officers are going to base their case upon that regulation, and not upon their legitimate grievances, they will instantly forfeit public sympathy, and they will deserve to do so; That regulation was introduced by the company more than & decade ago, after the steamship China had been stranded on Perim in most 'dis- creditable circunstances. The company

was thoroughly justified in framing it,

and thereby only brought their officers under a discipline already observed ou the great Atlantic lines. We should at once drop the 'cfficers' case if we found ourselves committed to a plea for a reversion to the old bad days of midnight card parties and wholesalo philandering at all hours We have no intention of embarking on a crusade in favour of marine nuts."

The following is from The Times of the 26th al-

We publish to-day the P. & 0. Com pany's reply to the announcement issued on Friday by the Merchant Service Guild. that a number of the officers, dissatisfied with their conditions of service have handed in their resignations. There is an important discrepancy between the statements issued by the Guild and by the Company and until the difference is explained judgment in this particular ense must be withheld. But we are perfectly certain that towards the broad question of improving the lot of mer cantile officers the public will adopt té very sympathetic attitude. A good deal has been done by many of the great lines. within the past few months in raising the t rates of pay. and the Merchant Service Guild seems entitled, together with other bodies working on similar lines, to take credit for a share in securing these con- cessions. Yet even the revised scales of pay do not seem extravagantly generous when the immense responsibilities of the executive officers are remembered, The pay in a first-class company may range from £7 per month for junior fourth officers to £10 per month for chief officers, while the few fortunate mefi expect to get that annually from £380 to double amount. In a few exceptional instances £1,000 or more may be granted, but posi- tions carrying auch salaries are the rare plums of the service And the men who get them have to be possessed of un unusual combination of gifts. At best the officers have to face hardship, and for the great majority of aen the life of the sen is extremely onerous,

THE COST OF GOLF,

There are, at a modest computation, in England alone one thousand good golf courses, to say nothing of a number of private courses and unknown commons where the game is also played. The figures which follow are very conserra- PRINTING tive, and if an actual census could be
