hers of this Council-both official and Funoficiat would. not grudge the small sum of 22,000, or oven $3,000 or 84,000- if necessary, to provide healthy recrea tion for a very large section of the com- munity.

Hon. Mr. LANDALE-I fec) rather difficulty about addressing you in connec tion with these Estimates, as I have been auch a short time a member of this Council but I feel that the unofficial members: bave a duty to perform to the taxpayers of this Colony, and that they should when necessary criticise the policy of the Government, more particularly in the matter of sponding the taxpayers money. The first matter I would like to refer to is one that has been called attention to by the hon. member who represents the Chamber of Commerce. Shortly after I had the honour of becom ing a member of this Council, his Excellency the Governor announced that I had been appointed a member of the Public Works Comittee. That sic is practically the last I have heard about! this Committee. As far as I know, apparently it rarely, if ever, mests, and as far as I know it has not been consulted regarding the very large cxpenditure on public works which are proposed in this Badget The anoficial members of this Committee are quite willing to give any such advice and assistance as they can in connection with these public works and regarding such works as the Public Works Department undertake, and they do not appreciate the figure head position which is at present accorded to this Committee, which must originally have heen created for some teeful purpose. There are a few matters I would like to mention. There is an item of $33,000 for a repairing and coaling yard for Government launches. I know of nowhere, where repairs of all descriptions of vessels can be effected more economically than in one or two of the many dockyards and repairing houses in Hongkong. If it is the intention of the Government to set up a repairing yard of their own, which must necessarily be under European supervision, I think they are taking very expensive way of I think this repairing their launches
