The track of some of the typhoone which have come porilously near Hongkong this year has served to emphasise the need of this pro- mised installation on the Pratis atoll, aud we have no doubt that when this Colony, provides a regular means of communicating with is station on the Prats, there will be lithe difficulty in persuading the Chinese authorities to implement the promise given a few years ago, because the Chinese Maritime Customs Department had the reef surveyed two years of more ago, with this object in view, und we bave ever heard it stated that the necessary apparatus for the station was ordered and is long been resting - perhaps rusting in its packing

HONGKONG, Ocronte 23-b 1913.

A FORTNIGHT ago in some comments on the Colonial Estimates for 1914 we drew attention to the swission of H.E. the Officer Adrainistering the Government to give any explanation of the delay which has taken place in providing the Colony with the long-promised wireless station, for which a vote of $100,000 was included in the Estimates for the current year, and we expressed & hope that some statement on the subject would be forthcoming when the Estimates come up for discussion. We were unaware at the time that tho Chamber. of Commerce had already been in com munication with the Government with refer- euce to this question. To-day we are able to publish the correspondence. The letter of the Secretary to the Chamber recalls a letter received from the Government in December last year, saying: "HIS EXCEL. LENCY THE GOVERNOR now proposes to ask the Secretary of State to call for tenders tarough the Crown Agents for the Colonies for a 5-kilowatt station." In the succeed ing nine months, nothing further has been heard of the matter, and when the Chamber asks the Government whether

The Magistrate accordingly ordered that the bail should estreated, awarding $30 to the Crown and $20 to the Opium Farmer. His such a heavy bail, and it was explained Worship enquired as to the reason for

BEFORE HIS HONOUR MAJ. H. KEMP (PrISNE JUDGE),

The Crown Solicitor said the man was banished in September, 1911, for a period of five

years, but subsequently returned to the Colony, He would pro duce certain evidence which would show that the accused was the man; at least a man bearing his name was banished in giving actual cases of identification. 1811 Evidence would also be called M. Jonkin (instructed by Mr. A. H. Crew) who appeared to defend, inter- rupted with the remark that the Crown Solicitor had misunderstood his defence His defence was not that the accused was not the person who was banished, but that be was inpropery banished. It was adited by him that the accused was the batisked man,

The Crown Solicitor said it was very dihcult for him to show whether the man was properly or improperly banished, He assumed he would have to show that the man was properly banished.
