HONGBONG Ocromen 1 th, 1913.
Tar outstanding feature of the Estimates laid before the Legislative Council yesterday is th: enormous increase in expenditure, the Estimates showing an increase of 82,036,616 over those approved for the current year. As against this, however, the estimates of revenue show a gross itcrease of $1,901,000. When we remember the warning given last year by H.E. THE GOVERNOR to the effect that the financial situation require:l very careful watching and the exercise of strict economy, the increase of over two millions of dollars in the estimated expenditure for 1914 strikes the reader at first sight as rather alarming, especially when it ín recalled tbst the estimated increase in expenditure for the
rent year, as compared with 1912, was close upon seven lakhs of dollars." But the main reasons of this growing expenditure - are pretty well understood and approved by the taxpayers. Large and costly under- takings like the Tytan Tuk Waterworks scheme and the Typhom Refuge are in progress, and these two undertakings alone are responsible in the Estimates for a total of $1,040,000, or practically; half the total estimates for Public Works Extraordinary, which in the coming year resel the unpre- cedented total of $2,180,800. But the

estimates is one of 9990,631, which is the estimated cost of replacing the Opium Farm 'system by'a Government Opium Monopoly, We believe this change will be widely
moral and a financiat point of view, but it might be well not to count too contidently on the Government netting a larger sum than it now receives from the farmers.

The sum is repeated in the present Estimates. und we trust that in the course of the debate on the Estimates tue Government may be able to give some assurance that the money for this purpose will not need to bo carried over into the Estimates for 1915. Finally, there is, again, that perennial ques- tion of the Military Contribution.
