Among the apparently more practical, reforms suggested is one for changing the Budget year, which at present is from April 1st to March 31st. This obliges the Government to prepare the Budget a long time before the monsoon breaks; it is thus something of a gamble as to the harvest every year, necessitating the keeping of bigger balances than would otherwise be necessary. October 1st to generally approved emendation of the September 30th seems to be the most period; bat, if the Commission decide to make any recoinmendation on the sub- ject, there are other suggestions for their fairly consideration. There seems to be general opinion that the India Govern ment might with advantage lend more, freely than it does to the Presidency banks.
