The Socialist Vorwärts claims to be able to reveal today the salient features of a somewhat remarkable newspaper. acheme which is now, it would appear, being quietly organized in the interests of Germany's trade and foreign policy, Whether the plan will ever be carried out now that some of its details and ita financial basis have been prematurely exposed in a matter for confcetitre, Tho. scheme as it stands ie disclosed in a letter marked "Strictly confidential which a ouraber of Reichstag Deputies, including the leader of the Nationals, Herr Bassermann, have, according to the Vorurts, addressed to no less a person than the German Foreign Secretary, Herr von Jagow. The Secialist organ claims, to have procured a copy of this letter.

As it appears in the Vorwärts it is a most interesting document. It asks the support of the German Foreign Secre tary, first of all, for a new daily world review called the Zeitung der Zeitungen, which is shortly to appear in Germany,. correspondence and, secondly, for 2 agency which is to be organized in con- nection with it, known as the European This agency is letter" correspondencé, intended to be the means of organizing the foreign Press, and in the first placer the oversen Prest, in the interest of Gerisan policy and of German ecomorníc life.'
