Before concluding my speech, I have to lay a report before you. The China loan contract, which had long been pending, was concluded and signed on the 20th April of this year between the Chinese Government and the group of bankers of the five Powers of Great Britain, Ger many, Russia and Japan, and the loan was floated at London, Paris and Berlin. During June of this year an Imperial Ordinance providing for issue of gold notes in Kwangtung was promulgated, and by virtue of this Ordinance the Baak has decided to issue gold notes in Man- churla, in addition to the silver notes already issued in the past, and is now making preparations to this end.
