TELEGRAPHIC SPEEDS.
THE HONGKONG DAILY PRESS, FRIDAY, AUGUST 29TH, 1913.
The debate in the House of Commons on the tender, for the Imperial Wireless Chain revealed a sense of dissatisfaction and uncertainty where there ought to be accord and confidence. Throughout the whole controversy there has heon Inment- able vagueness in regard to what is meant For by the speed of transmission, exemple, Mr. Herbert Samuel cited, and very proporly ridiculed, a test in which; the absurdity was revealed of a trans- mitting instrument working at "00 wards: a minute," delivering messages into the Bir, which were not received anywhere, speed" is definel By common consent,

There is practical agreement that by "words" is to be understood five-letter words with their appropriate spacings, but it is essential that the conditions of a test should specify whether the words are to be dis connected code words in any or every accepted language, or whether they are to he in the native tongue of the operators, and in such sequence that help is derived from the context. An English tele- graphist who is called upon to send or to receive a message from a Portuguese merchant in Lisbon to a business house in Pernambuco in a code built up of Spanish, German, Greek, and Swedish words, is clearly at a disadvantage compared with one who is asked to send or to receive, the first verse of the National Anthem. Again, it is important to define the distance of transmission. the duration of the test, whether the message is sent direct or by way of intermediate stations, and whether the working is simplex, duplex, or multiples. In wireless transmission, the distinction between night and day signalling is now generally recognized. but nevertheless the reputed speeds continue to give rise to well founded scepticism. The commercial reasons for this vagueness are apparent, but so far as the technical aspect of the matter is roncerned. it would be easy for a com- mitten formed of two or three men really the work of handling accustomed to telegraphic matter in home and foreign
