The unexpected surrender of the Woo- sung
Forts to the Government forces has materially altered the situation for the better in this part of the war area that a much brighter feeling is already ap- parent in the market, although some little time must necessarily elapse before the feeling of comparative optimism which now prevails can take the form of an actual improvement in business. The new Premier, Hsiung Hsi-ling, has announced that he will endeavour to carry out a policy of economic develop ment, whatever that many nean. "As poverty is the root of all evils," according to him. he will endeavour to create new
oaterprises providing the people with work. This sounds all right, and if the Premier has some practical scheme for giving effect to his sentimental aspirations Chins may yot have cause to honour his name and his policy.
It is thought that the Premier will not be able to carry on the duties of Minister of Finance is wel!, and it is believed that Liang Shinyi, who is acting as Finance Minister at present, will continue in that Dr. Chen Chi-tao and Mr. Chow
rôle. Tzu-chi, the energetic Governor of Shan- tung, are also mentioned in connection with this appointment.
Speculation is rife as to the composition of the ne Cabinet. Though party feeling is not so keen at present as it has been. it is doubtful if the Premier will be able to select men as Ministers who will mert, with the approval of both Houses. Parliament has been complacent and agreeable on one or two occasions recently, and members may be found in a good mood. But it is always safe to remember
that in China one never knows.
