The Naval correspondent of the Pall Mall Gazette writes:-

An important change, or perhaps it would be truer to say development, in Admiralty policy has beer decided upon. The Fourth Cruiser, Squadron, formed of four ships of the "County" class, will in futuro bo based upon Bermuda. "THE OTHER SIDE.

But while we appear to be slightly extending the reach of our striking arm one more by this new arrangement, it must. unfortunately, be added that, the squadron is to be formed by a further withdrawal of strength from the Pacific. The Kent and Monmouth are to be brought back from the China Station, and their places are to be taken by the Triumph, which goes out as depôt ship to Hongkong, and a light cruiser of the Trymonth type Another ship of the

same elass is to join the Swiftsure on the East Indies Station. Now, the warden. ship of the Atlantic trade route is certainly a part of our insular defence; the withdrawal of two armoured ships, even though they are of no particular force, from the Far East is a further reduction of the whole-world defence of the Empire. The presence of the Trimpl

in nucleus-crew commission at Hongkong in no way redresses the balance.

The

ncsition in the Pacific really in this :- We have out there sufficient-barely sufficient-force to match the ships main- tained in those waters by our greatest European rival. The Minotaur and the Hampshire are a fair match for the Scharnhorst and Greisenau. That is all that can be said. The Triumph and Swiftsure are being sent eastward for a specifie purpose, which the authorities have not thought well to reveal, and their secrecy must be respected here.

THE BOYAL AUSTRALIAN NAVY. What is evident is that, in all these arrangements, the one preoccupation of the Admiralty is to meet the threat arising from the increase of the German Navy and of its Allios in the Mediterranean. When provision has been made for a 50 per cent, superiority in the North See, we shall have just six Dreadnought ships available for the Mediterranean. If the 1913 programme is finished as soon as the Italian and Austrian programmes · now being pot in hand, we shall have seven ships available, after allotting a due pro- portion to the North Sea. That is, just as, meny Be Austria-Hungary alone. Some people refuse to believe that Italy would join the German. Powers in any combination against us; but the pressure of the Tedeschi may be trusted to settle- that question, Now, Australia is less concerned with the European menace than with a certain problem of her own, which will not be solved by any force, however nowerful, which merely covers the Mother land and her trade. It is an urgent, and insistent problem, and failure to solve it leases the whole communications of the Empire in the Pacife, and the safety of the consts of Australia, New Zealand. Western Canada, and the retention of Hongkong and Singapore at the mercy of the Power which holds the mastery of the Pacific.

The United States Vice-Consul-General at Hongkong states that the most notable feature in the photographie trade in China at present is the tremendous increase in the exports from Japan, which in 1908 amounted to $25,000 and in 1011 to $53,000 gold currency. On the other hand, the United States has apparently decreased its export; to China, and, in fact, ranks fifth among the importing nation, with n-tetal value in 1011 of s6,444. Great Britain and Germany like- wise have suffered à dominution in their export trade, although the latter country. has maintained fairly wall its share for the past four years. Great Britain has felt the Japanese competition to the greatest extent, as its direct exporte to China for 1008 were valued at $91,802, and in 1911, 888,970. In the analysis of the trade with China, Hongkong plays an important part, and the decreased exports of the United States and Great Britain are in a measure accounted for by the Hongkong exportations to China.
