"Dr. Reinseh," the Consul-General procceded, is 44 years of age, in good strength; a man of dignity but personally moet affable and agreeable. He was born in Milwaukee, Wisconsin, and educate not only in the United States but abroad. He is of German-American stock and speaks German so well that he lately served as Exchange Lecturer (Roosevelt Professorship) to the Univer sity of Berlin, when the German Emperor was in, the audience. His departinent is Political Science, and for years he has been notable, for his pupils were peen- liarly derated to him and many of them have alrendy achieved note. He makes then associates in his literary research work. For instance, in the preface to his last book on Asiatic questions be thanks Mr. H. B. Hawkins and Dr. Stanley K. Hornbeek for assistance. Both of thesa young men are now in China, Mr. Hawkins being the acting Customs Com missioner at Santuao and Dr. Hornbeck teacher in the Law College at Mukdoy, Mrs Hawkins is a sister of Mrs. Reinsch

The Clyde Navigation Trustees at a recent meeting resolved to obtain Parlia mentary powers for utilizing certain lands on the south side of the river for

an extension of the harbour of Glasgow.. The ground extends from the Corporation sewago purification works at Shieldball to Renfrew, having a river frontage of two miles and a depth inland varying from three-quarters of a mile at the cust end to a quarter of a mile at the west end.

The proposal is for the construction of five additional basins and does not include the proposed now large graving dock at the Renfrew end. Sir Thomas Mason, the chairman of the Clyde Navi- gation Trust, claimed for the scheine that it would be about as complete a set of modern docks as would be found any Satur. where in the world.
