Nothing could be more significant, and at the same time more welcome, than this expression of the sentiments of those who, when all is said and done, pay the piper, and are therefore entitled to call the time; nor could anything at this juncture afford more hopeful augury for the fature of China. The attitude of the Trade Guilds cannot fail to act as a check upon the exuberant activities of the younger mal contents of the Kuo-ming-tang and to strengthen the hands of Yuan Shib-kai in! his policy of centralization. Already its effects have been manifested in the moves ment of the more responsibly leaders of the Nationalist Party to come to terms. with Peking. As our Shanghai corres: pondent recently legraphed, they are prepared to accept the Presidency of Yuan for a term of years, on the understanding that upon its expiration he shall not seek reelection, and that in the meanwhile he shall for a Ministry of all the talents, irrespective of party.

Everything in Yuan Shih-kai's record; especially during his administration as Viceroy of Chibli, points to the certainty of his spontaneously adopting this course. The Cantonese party cannot forget that; it was he, above all the intimate advisers. of Tzu Hsi after the coup d'état of 1803, who sympatliized with the progressive! tendencies of the Western-educated, southerners and, recognizing their administrative talents, advanced them in the service of the State. They cannot furget that he, more than any other statesman of the Monarchy, consistently advocated the introduction of modern methods of education and administration. He has given repeated proofs of his. desire to reform the political inat'tutions of Chine by the gradual building op a new structure of representative gov ment upon the ancient foundations or che past. If he differs from Sun Yat-sen and his followers, it is not in lack of patriotism or liberalism, but in his firm belief that the well-being of the nation can only be maintained in the unbroken continuity of its vital traditions. In this belief the instinctive conservatism of the masses will undoubtedly support him, and the action of the Trade Guilds comes therefore most | opportunely as a check to the violence of the iconoclasts. It is well that the coun- ,try at large should know that its traders recognize in Yuan's policy the best hope of restoring the prestige of the nation abroad and prosperity at home.
