They are supposed, as I say, to be on duty from 8 o'clock till noon and noon till 5 p.r, and I expect they get about as they can. I daresay they dodge their duty, as all do. They prob ably loaf at the filling stations at various tics, but I think that is all.

sion appears to be the estimates of the Sanitary Department for next year, and the only papers circulated show certain proposed changes in the estimates of expenditure for next year. The Sanitary Department is not only a spending department-it is also a department which collects a large quantity of revenæin fact I think it will be found that the revenue for which the Sanitary Depart
