THE DU-KUANG RAILWAY PROJECT.

THE REVISION OF THE LOAN, AGREEMENT.

THE HONGKONG DAILY PRESS, THURSDAY, APRIL 17TH, 1918.

It appears that since the Revolution the Hu-Kuang Agreement of 1911 for a loan of £6,000,000 has been revised in im- portant respects as regards the security. We take the following information regarding the revision from the Far Eastern Review:-

In the agreement it was stipulated that the security for the loan should be the general likin of Hunch province, amount- ing to Taela 2,000,000 per year; the Hupek additional salt tax for river defence amounting to Taels 100,000 per year; the Hunch new additional two cash salt tax of September, 1908, amounting to Tacts 250,000 per year, the Hupeh collection of Hukuang inter-provincial tax on import- ed rice, to the amount of Taols 250,000 per year; the general likin of Hunan hmounting to Tacls 2,000,000 per year; the Hunan Salt Commissioner's Treasury regular salt likin, to the amount of Tools 260,000 per year, in all amounting to Taels 6,200,000 per year.

At the time the agreement was being. negotiated an effort was made to have the railway lines to be built pledged as colla teral security, but the authorities resisted overtures in this regard chiefly owing to the popular opposition to placing what are described as sovereign rights" in the hands of foreigners. The revolution produced such changes in the value of the security already pledged, however, that reconsideration was necessary. One of the first steps to be taken by the revolu- tionists was to declare the abolition of likin, and though that was eventually revised kin collections fell off almost entirely as a result of the dislocation of the machinery of tax collection. Other revenues pledged also suffered, and the aftermath of the revolution was such as fo persuade the foreign bankers that they would be unwise to allow the money raised by the issue of bonds to leave the foreign banks in which it was deposited without additional security and safeguards. Therefore negotiations were re-opened with the Minister of Communications to obtain additional security. The bankers also deemed it advisable to have adequate provision made for the supervision of materials, and it was ultimately deejded that proper arrange- ments would have to be made for the control of material during the period of construction. In Article 14 of the agreement it was stipulated that the transferred funds to the extent of one half of the net balance of the loan proceeds may, at the discretion of the Ministry of Posts and Com- munications, be deposited with the Bank of Communications (Chino-tung Bank) and/or with the Taching Government be responsible. In accordance with the provisions in the agreement the two lines of railway constructed between Changsha and Chu- chow, in Hunan, and the sixteen miles built from Ichang, in Hupeh, together with the property of the two private companies concerned, have been taken over by the Government and will be included in the systems to be constructed. Both were described in the January num ber of the Far Eastern Renier and further reference to them is not called for here.
