The book is not a discussion of men- sures or of programmes. It is an attempt to express the now spirit of our polities and to set forth, in large terms which may stick in the imagination, what it is that must be done if we are to restore our politics to their full spiritual vigour again, and. our national life, whether in trade, in industry, or in what concerns us only os families and individuals, to its purity, its self-respect, and its pristine strength and freedom. The New Freedom is, only the old revived and clothed in the uncon- querable strength of modern America.

For President-elect of the United States, on the eve of inauguration, frank- to put into print his theories of govern- ment, his objections to oxisting forms and his tacit promises for future reforms, is Woodrow Wilson, who has now unique. assuined the greatest governmental responsibility in the world, has just published, under the title of "The New Freedom," a book which is an authorized compilation of his views on national affairs.

Dr. Wilson has, says the San Francisco Call, perpetuated his campaign speeches in book form. Usually the candidate is willing to forget his campaign speeches.

The central theme of the book, if it may bo pitomized, is the attitude of the in- coming Executive, both as to monopoly and trusts as such, and as they have profited and grown by the tariff. Wilson 3s not a free-trader; he is for tariff for revenue. He is not opposed to business, he say; he is opposed to monopoly.

In his preface to the book; President- elect Wilson says:--

He postulates his political creed on that failure of the law to keep abreast ut economic conditions, saying,
