REASONS FOR AMERICAN GROUP'S

ACTION.

The Japanese vernacular newspapers have received aumerous telegrams from America' which throw further light on the action of the American President in with- drawing the support of the Government from the American Group. The following. is from the Pokyo. Ashë---

The American fummcial group, through the Morgan syndicate, published a note s the night of the 19th instant, stating that the American Group bas Revered its conrection with tar Six-Power Financial Group in dealing, with the Chinese loan question. The wording of the note is shid to had been the work of Mr. Straight,

The note sets forth, among other things, that the American financial group was not organized for the mere purpose of attaining selfish ends. As indicated in ex-Président Taft's message of 1909, the American financial group was formed in accordance with the request of the Secret- ary of State with a view to realizing the principle of the Open Door in China. After the conclusion of the Revolution in China the Four-Power Financial Group was converted into a Six-Power Financial Group. The Peking Government was. _reluctant-tu-necopt a loan to-be-granted- by the Six-Power Financial Group, but in order to strengthen its foundations the Government has been holding loan nego iations with the Six-Power Group up to the present. During the negotin- tions many difficulties occurred between- the Peking Government and this Six Power Group, but the American Group continued to do its best to support the Taft Cabinet.

The new Administration under Dr. Wilson has declared its intention to rendor financial assistance to China in a manner different from that hitherto pursued hy the Six-Power Financial: Group. Therefore, the American finan- ciers concomed have decided to sever their relations with the Six-Power Financial Group.

Mr. Bryan, Secretary of State, said in this connection, that he trusted the declaration made by: Washington to sever
