ANNUAL MEETING.

Minutes of the annual general meeting of landrenters and ratepayers of the Bri- tish Concession, Shameen, held in H.B.M. Consulate General, Canton, at 5 p.m., on March 14th, 1013

Present--Mr. J. W. Jamieson, M.B.M. Consul General (15), in the chair; Messrs. Griffith (11), Maze (13), Hogg (3), Ahrendt (2), Steger (3), Martin (2), Lund (3), Bont (4), Adams (1), Alport (8), Carey (1), Lanning (4), Spalinger (1), Bohuscewicz (8), Huijgen (1), Piper (1), Macdonald ($), Cameron (6), Scrymgeour (4), Tiggen (1), Stanton (7), Staples Smith (1), Yoshiwara (2), Metzler (3), Chadwick (2). The required number of votes being re- presented. H. B. M. Consul - General declared the meeting open and the cir- cular convening the meeting was read. A motion by the Chairman that the minutes of last meeting be taken as read wes adopted. It was then intimated that Mr. T. E. Griffith, as Chairman of the out going Council, would be pleased to reply to any queries put forward with regard. to the report and accounts for 1912.

CEMETERY WEARY,

Dr. Rösszer brought to the notice of the meeting the lack at the present time of adequate landing facilities at the Cemetery and proposed the erection of ant iron or wooden jetty, whichever should be deemed technically advisable,

Mr. GRIFFITH replied that the question of a jetty had been raised at various. times. Technical advice had been sought and it had been ascertained that without considerable expenditure (say, 2/3,000 dollars) a suitable iron structure could not be erected, while a wooden one would not resist for long the action of wind and tide.

SEPTIC TANKS.

Mr. Hooo referred to the statement in the report for 1912 to the effect that the septic tanks in Messrs. Arnhold, Karborg's property were working satisfactoily, and asked if the Council, were now prepared to sanction the institution of similar tauks on application by other property

owners.

Mr. GRIFFITH in reply stated that the incoming Council would, no doubt, on application accompanied by plan being made, judge each case on its own morite and discriminate accordingly.In the case of Messrs. Arnhold, Karberg & Co.. Dr. Davenport, after careful examination, had expressed himself satisfied with the tanks as at present constituted,

Mr. STANTON proposed, and Dr. DAVEN- PORT seconded, that the accounts and re port for 1912 be adopted. Carried unanimously.

· ESTIMATES FOR 1913

The CHAIRMAN then asked if any gentle man desired to comment on the estimates for the current year.

DEFENCE CORPS.

Mr. STANION desired to be informed what was comprised under the heading "Defence Corps, $1,500."

Mr. GRIFFITA, in justification of this estimate, quoted the expenditure of $1,800 in 1912 (ammunition, uniforms, etc.). He added that the influx of recruits would continue to entail a certain expenditure in uniforms and the sum of $1,500 had been inserted in order not to embarrass the incoming Council.

Mr. STANTON after a few further re marks on the constitution of the corps declared himself. satisfied,

Mr. CAMERON queried the amount in cluded in the estimates under this heading, and it was explained that this entry should read, "Interest, Bath Club, etc."; the etcetera being interest on Bank balance.

WHARFAGE DUES AND BUSINESS TAX.

Dr. Röselen, referring to the revenus entry under the above heading, asked if this tax was levied also on medical prac titionere,

Mr. GRIFFITA replied that this had hitherto been the custom Medical practi- tioners as well as mercantile firms had a certain amount of imports per annum they were here to do business and not for their own pleasure.

Dr. RÖSSLER contended that in view of the benefits conferred by medical practi tioners on the Community this levy was quite uncalled for

NEW OPION BYR-LAW., Mr. JAMIESON, in submitting the draft (previously circulated) of the outgoing Council's proposed Opium Bye-Law for the consideration of the meeting, quoted the clause, "In order that due provision may be made for the better order and good government of the Concession," in Land Regulation No. 3, on which it was based.
