LONDON, March 14th. The Aerial League of the Empire has issued a manifesto urging the necessity for an immediate vote of £1,000,000 for the development of air services.

Colonel Scely, speaking at the annual dinner of the Aero Club, said that the Chancellor of the Exchequer had agreed to the sum requested for the increase of the number of military aeroplanes. He eaid that the progress made in Eng land in regard to aviation during the past year would equal that of any country of which we had any need to fear in the

MR. STUART BUTLER'S REPORT.
