THE RECENT POLITICAL RIOTS IN TOKYO.
The following account is given in the Japan Chronicle of the rioting in the streets of Tokyo, telegraphically reported by our Tokyo correspondent about ten days ago -
The scenes on Monday in the streets in the vicinity of the Dict gave the impression that the city was under martial law. On the previous day the Chief of Metropoli tan Police, Mr. Kawakami (of "great barbarian courage' fame), celled all the local police superintendents in Tokyo and gave orders as to what should be dono next day. Consequently, on Monday morning there were over 9,000 policemen on duty in and about the Diet building, while there were scores of mounted police and a corps of 40 police cyclists in evidence In addition, there were a large number of men in plain clothes mingling with the crowds, and a reserve of about 1,000 policemen was stationed about two- thirds of a mils from the Diet building, ready for any emergency. Thus there were over 4,000 police, drawn from all parts of the city, on special duty near the Diet on Monday morning. The crowds were kept constantly on the move, no one being allowed to stop for a mo- ment, while the police frequently ques tioned people as to their business. Despite the police, however, the crowds got more dense as the morning advanced, and when the members of the Diet began to arrive, the crowds began to show .con- siderable life and animation.
It was about ten o'clock when the first of the Nationalist members began to' arrive. They were all wearing white roses, and as their 'rikisha slowly forced a way through the dense crowd of people and police, the scene was most exciting. The white rose was the popular flower, and when the Constitutionalists began to arrive, also wearing white rosen as an emblem of their determination to adhere to the original plan of campaign against the Government, the popular enthusiasm became as white-hot as the roses were snow-white.
• White "Here come the Rosde' Banzai !!" Here come the people's party | Bansai!" were shouts which re-echood from one end of the vast crowd to the other. In vain did the mounted police endeavour to break up the crowd of demonstrators who carried the White Rose" en triumphantly up to the Diet. In a moment the enthu- siastic escort of the representatives of "the people's party" had swept up to the vory gates of the Diet, carrying every- thing before them.
Mounted police who had been stationed behind the Diet building as a reserve force were hastily called out to disperse the dense crowd in front. Meanwhile loud cries of "Banzai!" and cheers for the "White Rose" were heard from within the Diet compound, and shortly after. wards about 30 Nationalist members made their appearance on the flat roof of the portico at the main entrance Al were wearing white roses, and all cheered Justily in reply to the cheers from the crowd in the streets. Then Mr. Inukal, the leader of the party, appeared on the portico, and this was the signal for another outhrust of frenzied enthusiasmi on the part of the crowd. It was at this exciting moment that the reserve force of mounted police above mentioned arrived on the scene, and checked the excited rush which followed Mr. Inukai's appearance. The police forced the crowd. back, and after a scene of great confusion, caused by the frightened scurrying out of reach of the horses' houis, the space in front of the Diet was cleared.
