The text of the protocol of the lusso- Mongolian Treaty, which was signed at Urga on October 21 (0.5.), is to be in the Official Bulletin in a few days time, and will be reproduced in the Russkee Slong to-morrow. The protocol provides for the application of the Treaty, the effect of which is practically to exclude Chinese administration and settlement from Mon. gelia, and defines Russian rights in that region.
