The matter is further com- plicated by an old arrangement entered into by a preceding Minister by which the Navy was to receive an extra appropriation spread over a long number of years, the amount of the appropriation for this year being some seven million yes. The retiring Ministry did not propose to touch this, or, appar ently, to make any retrenchment in the Navy Department. According to these reports the post was bandied from one Elder Statesman to another, until at last Prince KATSURA agreed to relinquish his office of Keeper of the Privy Seal and step into the breach. There is some difference of opinion as to whether this was a self-sacrificing act on bis part, or whether he schemed to bring as to about the fall of the Ministory so obtain an excuse for relinquishing a dis- tasteful position that had been forced upon bim. Of this, however, it may be said that the evidence is insufficient, while on the other hand it is certain that Prince KATUBA only accepted the post of Premier as a last resort, and that he only is capable of bringing the conflicting elements into some sort of harmony. As to what policy the new Premier will adopt there is yet some doubt. It is suggested that he will reduce.
