Even now Shanghai has stocks of flour. that have been in store for nine months owing to the natives being unable te fulfil their contracts. To some extent this has interfered with the trade of Hongkong, as in order to obtain an outlet for their excessive stocks Shanghai bad to come! south, part of the stock being disposed of in Canton. The same applies to Tientsin, where very heavy stocks are being carried for nearly a year, showing enormous losses to the holders. Looking forward to 1913, the prospects for a big trade are not so rosy, The excessive freights from the Pacific coast (having been nearly doubled) add so much to the cost of the flour, and to this the masses in China ars aluw to reconcile themselves. Hence it has been extremely difficult to hold the trade together. Had the freights been normal, with the low price of flour on the Pacific coast, the business for 1913 would no doubt have been equal to 1912, for it is a well-known fact that China is a consumer of cheap food. For the past year Hongkong has practically regained its old markets, from Foochow in the North to Burmah in the South, Australia has not been able to hold its own in China, although in Java, which at one time a very large buyer from Hong- kong, most of the supplies have been drawn from Australia. There is no doubt the shortage of rice in the South has had some effect on the consumption of flour, and with the prospects of good rios crops in Indo-China and Siam there will bo these places. some slackening off in the demand from

Lord Rosebery's main conclusion from

A. 8. WATSON & Co., LTD., Alexandra Buildings. Hongkong, 16th October, 1912. [68
Considerable fluctuations in values were witnessed this year, for the major portion of which, however, a downward trend was most noticeable. In the first instance, the Revolution materially hampered business generally and rates as a con- sequence gradually declined to the low figures of $2,065 for Patna. With Cessation of hostilities and the desired cstablishment of a Republic, bright hopes were at length entertained of improved trade conditions and prices rapidly sppreciated upwards of $1,200 per chost. However, as the year progressed it soon became apparent that the new Chinese officials were determined to harass foreign Opium to the utmost, and simultaneously the production of the native poppy in- creased in several provinces, which fact 18 of vast importance, contributed to a retrograde movement, traders having ever since laboured under a drooping market, except for a tempor-. ary reactionary spurt in July which was shortly lost; and market is at present entirely closed and no reliable quotations can be given. The extraordinarily unfair and disconcerting conditions experienced have eventually proved intolerable. Burning of foreign drug, certified by treaties as entitled to unrestricted entrance into China, took place in the Province of Anhui under official instruċ- tions; and more recently at: Harkow, under compulsion, foreign opium was returned to Shanghai. To cap matters presidential mandates have been issued rendering smoking a criminal offence, inflicting severe penalties for disobedience and ordering entire abolition of the trade with the year just concluded. Flagrant violations of treaty rights have every- where been committed by Chinese respon- sible authorities, in consequence of: which legitimate merchants are confronted with enormous losses. Also extensive smaug- gling of uncertified Opium from Macao Lord Rosebery recently opened a has been indulged in, due to offerings at Territorial Hall which has been erected auctions by the Indian Government of by the War Office at Bathgate, Linlith quantities greatly exceeding requirements gow, at a cost of about £1,500, for the of places outside China at prices about use of D Company, 10th (Cyclist) Batta one-third that of certificated Opium, and lion the Royal Scots (Lothian Regiment). besides evading the duty.
