A. Irving), and Capt.pany were Sir John Pringle, Sir Thomas Taylor, A.D.C., also attended,

The routa had been effectively embellish ed with flags of many nations, the back of the platform being covered with the Union Jack

An enjoyable programs of dainty little songs was given by various depart- ments of the school, and a scene from "The Twelfth Night" was vivaciously and cleverly portrayed by children of the upper School, the part of Malvolio being excellently sustained by Master Tom Martin.

The Headmaster (Mr. H. A. Cox) presented the annual report, which was of a very satisfactory nature. It stated, inter alia, that girls over 13 years of age were new admitted to the School, and the beneficial effect of this was rendered at once evident. The number on the roll at prosent was 13, which was by far the largest number since the school was founded. The average altendance through out the year was 48.7, showing an increase of over 27 per cent. After thanking the boys for the good influence they had exerted in the School, the report stated that the work of the girls was better than the boys, and it was hoped that the boys would endeavour to reverse this in the ensuing year. In regard to athletics, he was glad to say that the School had been enabled to raise a team to compete in the Schools' Football League, for which they deserved to be congratulated, as they were a small lot, while their opponents were mostly Chinese of gigantic stature (Laughter.) He was trying to form a small library and reading room, and any gifts of books would be esteemed. In conclusion the Headmaster thanked is colleagues for their earnest co-operation. H.E. the Governor distributed the prizes in accordance with the following

The Chairman prefaced the discussion with the explanation that it was intended

political to avoid references to diplomatic aspects of the question, though all would hope that a satisfactory and honourable settlement of the tolls question would in due course be arrived at between the two great nations. Commerce was like water and would flow in the channels of least resistance. But long-established trade bad a ris vertice about it which would in a large measure prevent such sudden charges as were probably expected by many. He thought, therefore, that they must not anticipate any violent changes to take place in consequere of the opening of the canal. The Japanese had taken very early steps indeed, and they had a Commission of leading men under the auspices of the Government; though not strictly official, examining the question on the spot. They had already visited all the chief ports on the Pacific coast. Our own Government had taken action, but not of an energetic character; it had, indeed, been a little slack. (Cheers.) He suggested, however, thas the British Imperial Council of Com- merce, a body which had really been brought into existence by that Chamber, might follow the example of Japan, and send a deputation to investigate the question on the spot.

Mr. C. N. Armstrong (Canada) drew attention to the possibilities of Fanning possible British harbour between China and Panama. It would be absolutely necessary to establish a coaling station in harbour on that island which at very little expense could be made to hold a British fleet. The interest of Canada in it was very great, for not only would it be a port of call for the All-Red line to New Zealand, but it was bound to be the meeting place of Canadian and Australian craisers which, he hoped, in time to come would police the Pacifio.
