Tues,

sonal Reminiscences of the Man and the Emtror. By the late Baron D'Ambes. Edited and Translated by A. R. Allin- son, M.A. With Illustrations from the Collection of A. M. Broadley. In Two Volume London: Stanley Paul & Co. This is a mest fascinating book. It denis with a period but little known, because seldom studied, by the present generation, Fat A perial of interest to those who woul Beck for first eaises in some of the domestic, social and international political problems of the present day. Few, of us are old enough to remember the historical events which led up to the unification of Germany, fewer stil the events which enabled Cavour and Garibaldi und Vietor Emanuel to mould Italy into a concrete kingdom and curiail the Popo's temporal power. Daly a few of us are given to the study of the history that was made just prior to or immediately after our own advent into the world, and therefore it is we welcome the reminiscences of those who took a part in the making of that his tory or who had the enviable opportunity of seeing sud chronicling events whose effects we are experiencing today. If we wonkel understand influences at work in the unders current of political and social life to-day, we must become better acquainted with the history of the past fifty of hundred years, and by so understanding we are more likely to arrive at sonder judgments on the ques tions of the day.

The chronicler of these reminiscences, we Jears from the preface, veils his identity under the name of Baran d'Ambès, but from the nature of the information he discloses. it should not be difficult for anyone acquainted with the entourage of the ill- fated Emperor to penetrate his anonymity. He first made the acquaintance of the future Emperor when scarcely more then hoy at Aronnberg, the Swiss home where he and his mother, Queen Hortense of Holland, were living in exile. He followed his horo from boyhood through the years of exile and adventure-a a conspirator in Italy, as a prisoner Ham, as a refugee in London, as President of the Republic of 1848, finally as Emperor, down to the diinsters of 1870, the fatal day of Sedan and the death at Chislehurst

To the Barn, the Emperor was always' a hero, but we confess that even if we were obliged to rely upon this diary aluus for an! annlysis of the Emperor's character we are not prepared to join him in his loyal wor- ship. There are undoubtedly some admir- able traits in the Emperor, as there are in most of us, hut the judgment of the majority of pesterity will not, we think, be alt

The Baron does not gether favourable. seruple to blame the Empress Eugénie as an evil influence, and be names others who contributed to the fall of one who wonk- fain have rivalled the more ilustrious Napoleon. During his reign, France had a chequered career, and it was probably upon Paris, the capital, that he left the most enduring marks of his period of power, for it was chiefly due to his influence, if not entirely, that Paris was Hausmannized and that she was transformed inte that thing of beauty that gives her the right to claim to be the most beautiful capital in the world. It is impossible to say that if France had been blessed with a more farseeing ruler she might have been spared the humiliation which overtook her in 1870. Once Bismarck had made up his nad to make of Germany Continental the predominant factor in polities, nothing probably could have saved France, divided as the latter country was by intemerine quarrels following upon suc cessive upheavals due to the intrigues of Legitimista, and republicans, Orleanists, Bonapartists. It needed a greater man than Napoleon III. proved himself to be to wold the country into a patriotic units, and he would have been better advised to re- frain from intermeddling in the politics of other countries and to devote himself entire- ly to internal affairs and the establishment of constitutional government on a firm and His overweening ambition lasting basis.

was ever self-evident. He fell because of his own weakness, and he was undoubtedly largely instrumental in lowering the prestige of France.

While-net-raising the veil too far, the Baron does not hide from us the numerous amours of his hero. Probably all the women who shared his favours are not named in these memoirs, but there is a fairly long list froni Moësa, the maid of Thurgan, to Miss Howard, who lived with him in London and then in Paris at the time he espoused Mile. Eugénio de Montijo, and later the
