QUESTIONS IN PARLIAMENT, DRITISH BRALE OF THE CHINESE LOAN.. Mr. Norman Craig (Kent. Thanet, Opp.) asked the Secretary for Foreign Affairs whether any agreement or work- ing arrangement existed between the Hongkong and Shanghai Bank and any other bank or financial house or group which in any way affected the British share of the proposed Chinese reorganiza tion loan or the advances already made.

Sir E. Grey (Northumberland, Ber- wiek)-I have repeatedly stated that the business in connection with the loan will be equally divided between the six groups who compose the Six-Powera Consortium. I am unaware of any subsidiary agree- between the ment or arrangement Hongkong and Shanghai Bank and any other financial house.

Mr. Norman Craig-May I ask if the right hon. gentleman is aware that, according to the statement made by the American bankers of the Six-Powere Group on September 24, the loans com- prising the reorganization loan to China were to be spread over a period of five years; whether, in view of the fact that the monopoly of Government support accorded to the Hongkong and Shanghai Bank will extend the period of negotia- tion and issue of the reorganization loan, he will state over what period it is now proposed that the loan should extend; and whether the settlement of this question was left to the Hongkong and Shanghai Bank and the other bankers of the group.

Sir E. Grey.-The answer to the first part of the question is in the affirmative. The object his Majesty's Government in authorizing the advance was to secure the connection with the Canton-Kowloon Railway. The answer to the second and third parts of the question is also in the affirmative. A compromise was, however, ultimately effected between the British and German groups by which the latter agreed to share the contract in return for concessions elsewhere. It is, however, a mistake to refer to an agreement in 1808 between the groups. A resolution in favour of an argement of the nature indicated was indeed passed at a confer- enee of the groups on the date mentioned, but it was never ratified.

ART EXHIBITIONS. CANTON ENAMEL AT MESSRA, SPINK'S.

We take the following from The Times of the 13th ult. :-

Canton enamel was an art late in its beginnings and of foreign origin. The Chinese themselves call it foreign porcelain, and it appears to have started. in the early part of the 18th century when of the China, through the policy Emperors, was very much open to foreign influence. In the catalogue of the present

S.W exhibition at 6, King-street, Messrs. Spink tell us that the French Jesuit missionaries, who were then much favoured by the Court, brought over Limoges enamel to be copied; and the exhibition contains a curious example of a French work so copied with very little Chinese character introduced into it. But very quickly the Chinese began to produce enamels for themselves which ware thoroughly Chinese in all respects; and these have all the merits and defects of the porcelain of the Chien Lang period.

They are exquisitely finished, but lack the boldness of design of earlier periods. Sometimes, also, the effort to imitate porcelain too closely deprives them of the beauties of colour peculiar to enamel.
