MR. RUDYARD KIPLING AS POLITICIAN.
Mr. Rudyard Kipling appeared at Ashton-under-Lyme last month as a politi- cian, speaking many plain tales from the platform of the Junior Imperial and Constitutional League.
Prefacing his remarks by a police court description of a confidence trick, the novelist of Empire proceeded :--
1--THEY THAT SPEAK SMOOTHLY,
Six years ago we English met half a dozen smooth-spoken, well-dressed, con- fidential gentlemen in the political line. They told us what fine fellows we were, and how we were kept out of our rights. They told us that they had millions and millions of pounds to spend on honest deserving men like ourselves.
But they said that there was only one thing which stood between us and our share of the benefit, and that was the Upper House in the British Constitution.
They said the Upper House needed reform, they promised on their ward of honour that if we let them have the Upper House for five minutes they would take it round the corner and fettle it up and. bring it back reformed and up-to-date. (Laughter.)
Partly because they said such pleasant things about ourselves, and particularly unpleasant things about our neighbours, but mainly because we hoped we would get somsthing for nothing, we let them have the Upper House. "And they took it round the corner to reform it, That was fourteen months ago, and they have not brought back yet. (Laughter aud cheers.)
Our forefather's bad a knowledge of human nature, and they knew by bitter experience that ao men, no hody of men, can be trusted with supreme power for any purpose on any pretext whatever, We are just relearning that lesson. (Hear, hear.)

A land without a Con- stitution, within measurable distance of civil war, under the very shadow of Armageddon, for which by land and by sea and in our own distracted souls we are utterly unprepared. And on our fate hang the destinies of one-fifth of the human race. (Cheers.),
THE JAPANESE AND INDIAN TRADE.
A Calcutta Press message dated the 25th uilt. says:-The Japanese steamers TO making a desperate attempt to capture the Indian trade and the British India Eteam Navigation Company, their most formidable rival, is equally determined to maintain its position of supremacy. A rate war has been in progress for many months and rates are now exactly half of what they were six months ago. It ap- pears that freighta cannot be lowered any further, so that the rate war may be said to have reached its climax. The English- aran learns that the Japanese company, the Nippon Yusen Kaisha, recently ap the British India Steam proached
Navigation Company, both at Bombay and London, with s. scheme of com- promise, but the negotiations have not
As for the British India Steam ment Navigation Company it is adamant and does not propose to yield an inch of ground. The paper says there is no trath in the rumour that the British India Steamship Company has arrived at a deadlock in its negotiations for the pur- chase of the Singapore Trunk Eastern Shipping Company, and is now engaged in an attempt to buy out other small steamship companies trading, in the East.
