PROPOSED CHINESE STATE BANK,

But a part of our arrangement with the Chinese Government was that there haulāj be constituted a State bank, or a nest in: stitution which we may regard as a State bank for China. The details of the chartA are not yet settled, but my scheme is as fol- lows: To constitute a bank to be called the Bank of China with a capital of £2,000,000 Half of the capital will be subscribed by the Chinese Government; the other bali may bo subscribed by, say, five nations. Far he it from me to want to discourage the other countries from handling some part of tho State loans of China. Now, the functions of this bank will he to deal, among other matters, in course of time, with the eur- rency question. That is one which, solved, would put China on a different plane alto- gether, that would do more to open up mar- kets in China to foreign traile and inter- course than anything that could be devised. But it is a matter of extreme difficulty and one requiring experts for its solution, and in all probability nothing but a State bank, with its power of collecting expert opinion ant of encouraging investigation, could bring alant auch an important change. This State bank, if my plan be adopted, will have for its board nine directors; four will be nominated by the Chinese Government and five will be appointed by the subscribers of the other moiety of the capital. If the chairman be an Englishman that should be sufficient guarantee to the rest of the world that nothing will be done to shut the door against any legitimate form of enterprise. (Hear, bear.):
