OBJECTIONS TO THE BOAT AND DAVIT SCALES.

BY A CORRESPONDENT OF "THE TIMES,"

Th Board of Trado having, as pointed out in a previous article, adopted the principle that safety can be best secured by providing boat accommodation under davits for all on board, propose a new bont scale for foreign-going passenger ships. The existing scale under which the number of boats attached to davits has been calculated, for the last 20 years, ca the gross tonnage, is rejected, and in its place the length of the ship is to be taken as the governing factor. The effect of this proposed change can best be appre eiated by a detailed examination of the tonnage, lengths, and numbers carried in the existing passenger ships. The Advi sory Committee give in their report the tonnage and numbers carried for each of the 621 foreign-going passenger shipe which held cortificates on April 25th last. It would, perhaps, have been convenient if they had also given the lengths, but the figures can be obtained from Lloyd's Re gister.

An examination of the figures shows that the effect of the alteration in the scale would, if the proposed new standard were in actual practico general- ly applicable, be (1) to increase by two sets of davits the numbers to be carried 257 out of the 521 vessels; (2) to in- crease by four sets of davits the mum- ber to be carried on 30 of these vessels; and (3) to decrease by two sets of davits the numbers to be carried on 25 of these rosals. The new standard will, however, not be generally applicable in actual practice, because it is proposed in the new rules to retain the provision that no vessel is to be required to have a larger autabor of sets of davits than is sufficient to provide lifeboats for the total number of persons which the ship is certified to. carry. The existing scale, based on ton nage, as extended by the Advisory Com- mitter, would provide darita mufficient to carry lifeboats for the total number of

B persons which the ship certified to carry in 389 out of the 521 vessels, and therefore the practical effect of the new scale has only to be considered in relation to the remaining 132 vessels,
