AN OFFICIAL ACCOUNT BY THE

MINISTRY OF FINANCE.

The China Republican translates as follows a statement regarding the Big Loan negotiations, submitted to the Pre sident by the Minister of Financa -

On June 4th, the Ministry of Finance received instructions from you saying that a statement bearing the date of June 2nd, from the National Council, declared that the Cabinet had informed the Council from time to time of the negotia- tions with the foreign banking Groap for a loan, and that the expenditure of the advances was also duly reported to the. As the national coffers are at its lowest ebb and the needs of the Government are many and urgent, also that funds are sorely needed to disband and/or main- tain the troops in the variona provinces, the Government had no alternative, but

renew negotiations with the bankers, so as to relieve the financial stringonoy, But the 7 articles of the draft. agreement. and the 4 demands presented by the. Banking Group to the Cabinet were of such vital importance that they could not be assented to without the express consent of the Council. Accordingly, a copy of the articles of the draft. as well as the demands to the Cabinet was for. warded to the Council for discussion. On June 3rd and 4th, meetings were held by the members of the Council to discuss the subject, and a reply was sent to the President, stating that they were agree able to a foreign lean, but were not pre- pared to accept the 7 conditions of the Banking Group, and requested the Cabinet to farther negotiate with the Banking Group, so as to have them modified

THE AUSTRALIAN MAIL,

Thereupon, on June 4th, at 3 o'clock

The T.K.K. str. Tenyo Haru left Ban in the afternoon, the Minister of Finance Francisco for Hongkong via Honolulu, called on the representative of the Bank-Japan ports and Manila on the 27th ing Group endeavouring to get the terms September, and is due here.on the 28th altered, but without any result. Again, October. on June 7th at 3 p.m., the negotiations were resumed, and the Banking Group agreed only to include in article I the Audit Department in the Ministry of Finance, and add to article 7, that the Superintendent of the Customs be allow ed to sign in conjunction with the Com- missioner of Customs for expenditure of the loan. There were also alterations in the wording of Articles 2 and 7, but they were not important modifications..

These were reported to the Council, but as I was told that the London Conference had not yet decided whether there would be no changes or additions to the condi- tions and demands already presented, the Minister of Finance advised the Council to refrain from deciding on any- thing until the Conference was concluded. In the meantime, negotiations continued,- and an advance of Tis. 6,000,000 was made for the payment of the troops in the North and the South. The expenses are

on record.

On June 18, Japan and Russia joined the Four Power Group, as the result of the London Conferénce: On June 24th, the Promier and the Minister of Finance met the representative. at the Foreign Office building, and, as expected, put for ward 4 further demands. They are as follows:-

1.-The Six Power Group should be granted the privilege of negotiating loans for the Government for a period of five

years.

2-The salt gabello to be controlled in the same way as the Customs.

3.A member of the Six Power Group minst, be engaged as financial adviser.

1. The chief of the Audit Department must be a foreigner.

As these demands were not included in the seven articles of the draft agren: ment, the Minister at once declined to consider them,

The I.G.M. str. Prinz Eitel Friedrich, carrying the German mails with dates Colombe on the 5th inst., p.m., and may from Berlin of the 18th of September, left be expected here on or about the 15th

The French nail steamer Magellan left Saigor for Hongkong on 5th instant at midnight and is expected to arrive here on Tuesday, 9th instant, in the afternoon.

It was then proposed to the Six Power Group to lend only £10,000,000, as that was not a very large sum, and the Group. might not insist upon such stringent terms. The representative of the Group said he would consider the proposal and promised to wire to London about it. But as no reply was forthcoming on July Sth the Minister of Finance called on the representative and reminded him of the £10,000,000 proposal, but was told that as the four demands were not epm- plied with, he could not go on with the

The Minister of Finance, unwilling to have these fruitless negotiations dragged on unnecessarily, thought of raising money from the provinces, or elsewhere, and a letter was duly sent to the representative of the Six Power Group, stating in clear terms that the Government would have to obtain money from other sources ifth 23rd October. • he insisted upon the four demands. That was on July 9th.

The same day, the Ministers represent ing the six Powers interested in the loan met at the Foreign Office building, saying that the four demands had been approved by the six Governments concerned. Minister of Finance again reiterated his objections, and read before them the letter ho. addressed to the representative of the Six Power Group with reference to breaking off negotiations. These are the real facts,,

We have done all we could to meet the terms of the Six Power Group, but since the London Conference held on May 15th, for fully two months, nothing was agreed- upon, in accordance with the 3rd clause contained in the despatch of March 9th, for failing to supply the Government expenses for the month of July, we turned to borrow from other sources.

The relationship of the six Powers with this nation is most friendly, and we only broke off the loan negotiations because we were compelled to do so by force of | circumstance and our needs.

When the third advance from the Six Power Group is spent, the seven articles of the draft agreement will be cancelled.
