LIQUORS CONSOLIDATION OĚDINANCE

AMENDMENT ORDINANCE. The ATTORNEY-GENERAL" moved the second reading of the Bill entitled, "An Ordinance further to amend the Liquors Consolidation Ordinance, 1011." An doing so he said-The objlet of this Bi the is to give revenue officers power to arrest without warrant in certain cases which are detailed in the enactments referred "An Ordinance to amend the Larceny to in section of the Bill. Revenue-offi Ordinance, 1863." Bill entitied, "An Ordinance for the further relief of Innkeepers." In doing so he said-The object of this Bill, Sir, is to give the innkeeper a greater right over property of persons who are lodging in his hotel or inn than be bas at present. The idea of the Bill is to enable innkeepers really to have a substantial hold over those per- sons who are their guests for the debts and costs which have been inearred by the innkeepers in connection with the hotel visitors' charges, particularly the right to sell articles which, may have been left on the premises by the guests at the hotel or ino. This sale, in the case of perishable. goods, may be immediate, but in the case. of goods which are not perishable it must take place within a certain specified time. Mr. Crowe (of Messrs. "Hastings Hastings) represented the plaintiffs, and Mr. D. Lewis (of Messrs. Johnson, Stokes & Master) appeared for the defendants.

His Lordship anid this was a claim for money lent. The defence set up was that by an agreement between the parties the return of the money was to be by furnish ing coolies for export to Singapore. The ship desired to have time to read over his notes before giving judgment. On the whole, he was inclined to accept the evidence of the plaintiff, and he believed the number of coolies for shipment wes not to be less than ten. It seemed to him that, the written document put in was Tothing more than a memorandum. It did not contain, and was not intended to contain, the whole of the agreement between the parties, and as it stood alone it could not be explained.
