We have no wish or need toánnex Tibet (or declare a definite protectorate over it. But we do most emphatically need such an influence in Tibet as will prevent the recurrence of the troubles of the last few years. The Chinese have been exhibit- ing a sievession of oscillations between extreme weakness and excesive aggres. The result hus he incessant trouble, and to this we must put an end. For a number of years they used to inform us that they had not sufficient influence with the Tibetans to keep them to the treaty engagements which they the Chin- ese-bad made with us on behalf of the Tibetans. The Chinese revert to their former weakness.
The Tibetans rise to resist them. And now once more we hear of the Chinese preparing to use force.
We cannot afford to let this stute of things continue indefinitely. It is in- buniau for one thing, and practically it affects us by causing unrest and uncer- tainty in Nepal, Sikkim, and Bhulan. We have, then, to say to the Chinese that we do now, we always have, and we always will recognize their suzerainty over Tibet, but that we never have and never will recognize their sovereignty; for attempts exercise sovereignty unnecessarily irritate the Tibetans and cause disturb
