MINING IN HUNAN PROVINCE.
Mr. B. Giles, H.B.M.'s Consul Changsha, in his annual report on the trado of his district says:---

That the mineral wealth of this pro- vince is both considerable and varied has og huet known, the deposita including antimony, coal, gold, lead, tin, zine, copper, silver, iron, sulphur, quartz crystal, manganese and copperas. Many have been the applications during 1911 for additional mining permite, especially since the outbreak of the revolution; but in hardly any cases doos' scientific mining appear to be contemplated. The workers seem content to scratch the ground as long as they can make that method pay, but once the question of mining en a larger senle arises, necessitating heavy capital expenditure, the deposit abandoned and the same process is re- sumed claewhere. This.. of course, is largely due to insufficiency of capital, partly al to the fact that more immediately remunerative investments are to be found in other directions, whereas in mining on a large scale no returns can be anticipated for some con- siderable time. In fact, as long as the gentry continue to oppose the intro- duction of foreign capital, which would be obtained much more cheaply than native, and of foreign expert assistance, any real development of the mines in this province is ont of the question.
